Before you can sign on to any commercial vessel — tanker, bulk carrier, container ship, or passenger liner — there is one set of certificates that every seafarer must hold. It is called the Basic Safety Training (BST) certificate, and it is the non-negotiable foundation of a maritime career.

What Is the BST Course?
BST stands for Basic Safety Training. It is mandated by the International Maritime Organization (IMO) under the STCW Convention (Standards of Training, Certification and Watchkeeping for Seafarers, 1978 — as amended by the 2010 Manila Amendments).
In India, the Directorate General of Shipping (DGS) governs which institutes are approved to conduct BST and how the certificates are issued. Every BST certificate issued in India is entered into the DGS national database and is linked to the seafarer’s INDOS number.
The BST consists of four mandatory modules:
PST – Personal Survival Techniques
FPFF – Fire Prevention and Fire Fighting
EFA – Elementary First Aid
PSSR – Personal Safety and Social Responsibilities
All four modules must be completed to receive the full BST certificate. Individual modules can also be renewed separately when their 5-year validity expires.

Each module is a combination of classroom instruction and practical exercises. There is an exit assessment — written and practical — at the end of each module. A pass in both is required to generate the certificate.
Who Needs the BST Certificate?
The short answer: every person who works on a commercial vessel. More specifically:
Anyone joining the Merchant Navy for the first time
Officers and ratings returning to sea after an extended gap or certificate lapse
Seafarers upgrading from the older STCW ‘95 certificates to STCW 2010 (Manila Amendments)
Any seafarer whose individual BST modules are approaching or past their 5-year validity
Engine Cadets and Deck Cadets preparing for their first sea posting
4th Engineers, 3rd Engineers, and junior deck officers whose certificates are due for renewal
⚠️ Important:
If any single module has expired, your overall BST is considered invalid. Many seafarers miss contract opportunities because one module — often FPFF or PST — has quietly passed its 5-year mark. Shipping companies and port state control officers check each module individually.
Why DGS Approval Matters — More Than You Think
Not every institute offering an STCW course is DGS-approved. This distinction is critical.
A DGS-approved institute (Marine Training Institute, or MTI) has passed inspection by India’s maritime regulator. Your certificate is issued through the official DGS portal, entered into the national database, and verified globally using your INDOS number.
A certificate from a non-approved or lapsed institute may be:
Rejected by your employer or manning agent
Flagged by port state control during inspection
A cause for delays or refusal during COC revalidation at the MMD
A reason for your ship to be detained at a foreign port

The DGS E-Learning Requirement (Critical for 2025)

Can a fresher with no sea experience do the BST?
Yes. The BST has no sea-service prerequisite. It is the mandatory starting point for anyone entering the maritime industry.
Can I renew just one module, or do I have to repeat the full BST?
You can renew individual modules separately. If only your FPFF has lapsed, you only need the Refresher FPFF — you do not have to repeat the entire BST.
My original BST was done at another institute. Can I renew at MMA?
